Diaspora Condemns JKJAAC Fourth Schedule Crackdown from Brussels

BRUSSELS, BELGIUM — A grave condemnation has been issued regarding the arbitrary placement of approximately 150 members and peaceful supporters of the Jammu Kashmir Joint Awami Action Committee (JKJAAC) onto the restrictive Fourth Schedule. This systemic restriction of basic civil, political, and economic rights demands immediate, uncompromising opposition.

According to reliable field accounts, these punitive measures have been systematically deployed against citizens spanning Rawalakot, Sudhanoti, Bagh, Haveli, Kotli, Muzaffarabad, Jhelum Valley, Neelum, Mirpur, and Bhimber. Notably, prominent vanguard leaders of the movement—including Umar Nazeer, Shaukat Nawaz Mir, and Khawaja Mehran—have been deliberately targeted. Concurrently, administrative directives are underway to freeze their bank accounts, block national identity documents, and cancel passports.

Weaponizing extraordinary national security frameworks against individuals advocating for legitimate civic rights directly violates baseline international covenants on human rights—specifically fracturing the rights to free speech, assembly, association, and unhindered democratic participation.

Imposing structural financial blockades, restricting domestic and international travel, and leveraging administrative tools against political advocates represents a brand of coercive governance that severely devalues the rule of law. These draconian steps threaten to criminalize authentic grassroots engagement, further choking an already fragile civic environment burdened by historical constitutional complexities.

The Government of Pakistan and its localized administrative apparatus in Muzaffarabad must immediately halt, review, and entirely reverse these hostile policies. All politically motivated sanctions should be dismantled unconditionally, paving the way for constructive diplomatic dialogue with the public movement’s chosen representatives, rather than resorting to state-sponsored intimidation.

The global community has a moral obligation not to stand by passively. A formal call is hereby extended to the United Nations (UN), the European Union (EU), the Office of the United Nations High Commissioner for Human Rights (OHCHR), global human rights monitors, international legislators, and democratic administrations worldwide to closely scrutinize this downward trend and deploy swift diplomatic and humanitarian mechanisms to defend fundamental human liberties.

Demand Immediate Delisting: Insist on the absolute removal of all peaceful civil society advocates and political activists from the Fourth Schedule categorization.
Halt Financial & Legal Coercion: Press Pakistani authorities to instantly cease using asset freezes, document cancellations, and legal harassment as political weapons against dissenters.
Restore Fundamental Protections: Enforce the immediate re-establishment of civil liberties, ensuring absolute safety for freedom of movement, speech, association, and peaceful assembly.
Initiate an Independent Review: Champion an impartial, objective international assessment regarding recent aggressive state mandates used against community leaders and peaceful protesters.
Facilitate Structured Dialogue: Back meaningful, transparent negotiations between administrative authorities and public movement representatives to address deep-seated socioeconomic grievances democratically.

The ongoing containment of non-violent political movements serves only to amplify public alienation and jeopardize regional stability. Durable peace and democratic alignment can only materialize through genuine accountability, mutual respect for human dignity, and strict adherence to international human rights protocols.
