Empowering the Kashmiri Diaspora: A Call for Equal Representation in Pakistan Administered Kashmir

The time has come for Pakistan administered Kashmir (PAK) government to recognize the invaluable contributions of its global diaspora by granting them equitable representation in the Legislative Assembly. With over 3 million Kashmiris living abroad, including 1 million in the UK alone, their voice in shaping PAK’s future is not just a right—it’s a necessity 3.
Currently, the Pakistan administered Legislative Assembly allocates 12 seats for Kashmiri refugees within Pakistan, a provision dating back to the region’s complex history 1. However, this arrangement overlooks the vast diaspora that has become a cornerstone of PAK’s economic and diplomatic strength. The diaspora contributes significantly through remittances, international advocacy, and maintaining cultural ties, yet lacks a formal voice in PAK’s governance3.
The proposal to reserve 12 seats for the diaspora—mirroring the existing refugee representation—is not without precedent. Globally, nations are recognizing the power of diaspora engagement:
- Mexico has redesigned its electoral structures to be more inclusive of nationals abroad 4.
- India, Turkey, and Croatia offer ethnic origin cards, facilitating stronger ties with their diasporas 4.
- The USA, a melting pot of diaspora communities, demonstrates the cultural and economic benefits of embracing diverse heritage 8.
Pakistan administered Kashmir unique position demands innovative solutions. The proposed seat allocation—6 for the UK and Europe, 3 for the Middle East, and 3 for North America and other regions—reflects the diaspora’s global distribution and ensures comprehensive representation 3.
Critics may argue about the logistics, but the PAK Election Commission has already proven its capability in managing non-territorial constituencies for refugee seats 5. This existing framework can be adapted for diaspora representation, utilizing digital voting methods and leveraging NADRA’s database for voter verification 7.
The benefits of diaspora inclusion extend beyond symbolism. It would:
- Strengthen Pakistan administered Kashmir international standing and advocacy efforts
- Channel diaspora expertise and resources into PAK development
- Enhance democratic participation and governance transparency
As the world watches Kashmir’s evolving story, PAK has a unique opportunity to lead by example in diaspora engagement. The time for action is now. We call upon the PAK government, the Kashmir Council and all stakeholders to support this crucial step towards a more inclusive and robust democracy.
The Kashmiri diaspora has long been PAK unofficial ambassadors to the world. It’s time they have an official seat at the table of their homeland’s governance.
