JAMMU KASHMIR LIBERATION LEAGUE OPPOSES MILITARY INTERVENTION IN POLITICAL DISPUTE; DEMANDS JUSTICE, RELEASE OF JAAC LEADERS, AND IMPLEMENTATION OF 4 OCTOBER 2025 AGREEMENT
LONDON — 17 October 2026 — The Jammu Kashmir Liberation League (JKLL), under the leadership of its President, Khawaja Manzoor Qadir, has reiterated its steadfast support for the Jammu Kashmir Joint Awami Action Committee (JAAC) and the fundamental civil, political, and economic rights of the people of Jammu and Kashmir.
President Khawaja Manzoor Qadir strongly opposed the proposal to deploy security forces to resolve the political crisis during the All Parties Conference convened by the Prime Minister of Azad Jammu and Kashmir, Barrister Iftikhar Gillani, on 3 June 2026. President Qadir maintained that political disputes must be settled through genuine dialogue, structured negotiations, and the fulfillment of past commitments—not through the deployment of armed forces against unarmed civilians.
His position remains unequivocal: state armed forces must never be utilized to crush peaceful dissent or resolve political disagreements. The protection of civilian life and fundamental constitutional rights must remain paramount.
Subsequent escalations—including widespread arrests, severe telecommunications blackouts, and the formal banning of JAAC under anti-terror legislation—have severely curtailed civil liberties and civic space. International rights monitors and media outlets have continued to document the ongoing unrest, detention of civil organizers, and internet disruptions over the past several months.
HONOUR THE 4 OCTOBER 2025 AGREEMENT
The JKLL calls upon the Government of Pakistan and the Government of Azad Jammu and Kashmir to fully implement the 38-point Charter of Demands agreed upon with the JAAC on 4 October 2025. Commitments reached through mutual negotiation must be honored in good faith under a clear, time-bound framework, with transparent oversight and direct participation by accredited JAAC representatives.
RELEASE SHOUKAT NAWAZ MIR AND ALL DETAINED JAAC LEADERS
The JKLL demands the immediate and unconditional release of Shoukat Nawaz Mir and other detained JAAC core organizers, representatives, and activists, wherever lawful justification for detention is absent. In every instance, authorities must ensure detainees have immediate access to legal counsel, family visits, proper medical care, and independent judicial due process.
Civic leadership and peaceful community organizing must not be criminalized simply for challenging administrative policies or demanding institutional accountability.
END INTIMIDATION OF TRADERS AND BUSINESS OWNERS
The JKLL strongly condemns reported administrative efforts to forcibly open markets and the retaliatory sealing of commercial shops and properties. Traders, business owners, and transporters must be permitted to exercise their lawful rights without fear of coercion, administrative harassment, or collective punishment. Any official enforcement must maintain a strict legal basis, adhere to due process, and respect fundamental economic liberties.
NAJIB AFSAR CALLS FOR SOLIDARITY AND CIVIL RIGHTS SAFEGUARDS
Najib Afsar, Senior Vice President of the JKLL, affirmed full support for the public’s call for justice, democratic representation, civil liberties, and the comprehensive implementation of the agreed Charter of Demands. The League urges all political organizations, bar associations, trade unions, human rights bodies, and civic platforms to foster peaceful dialogue and defend the rights and security of civilians.
KASHMIRI DIASPORA STANDS WITH JAAC
The JKLL commends the principled solidarity displayed by Kashmiri diaspora networks and human rights allies across London, New York, Brussels, and worldwide through civic rallies and parliamentary advocacy. These global efforts ensure that the legitimate concerns, dignity, and democratic rights of the people of Jammu and Kashmir remain visible on the international stage.
The League urges diaspora communities to continue their peaceful advocacy and call upon their respective elected representatives to address these human rights and constitutional issues through formal bilateral and international channels.
APPEAL TO THE UNITED NATIONS AND THE INTERNATIONAL COMMUNITY
The JKLL formally calls upon the United Nations Secretary-General, the Office of the UN High Commissioner for Human Rights (OHCHR), international treaty bodies, and democratic governments worldwide to:
- Facilitate an Independent Inquiry: Support an impartial, international investigation into all reported civilian casualties and alleged unlawful use of force.
- Secure the Release of Detainees: Press regional and federal authorities for the immediate release of detained civil society organizers and guarantee full access to due process and fair legal trials.
- Revoke JAAC Proscription: Urge authorities to revoke the anti-terrorism proscription placed on the JAAC and restore protected rights to peaceful assembly and association.
- Implement the 38-Point Accord: Demand that both governments execute the 4 October 2025 agreement through a transparent, verified, and time-bound process.
- Restore Communications & Media Freedoms: Call for the immediate lifting of internet blocks, end telecommunications censorship, guarantee unhindered access for independent journalists, and cease retaliatory actions against local businesses.
- Support Inclusive Dialogue: Urge all stakeholders to resume direct, substantive negotiations to arrive at an equitable and enduring political resolution.
STATEMENT FROM PRESIDENT KHAWAJA MANZOOR QADIR
“The position of the Jammu Kashmir Liberation League is clear: political grievances demand political solutions. Coercive force cannot replace dialogue, and intimidation can never substitute for justice.
The people of Jammu and Kashmir possess the inalienable right to assemble peacefully, express their grievances, organize, and demand accountability without fear of administrative reprisal. Both the Government of Pakistan and the Government of Azad Jammu and Kashmir must uphold their signed commitments, safeguard civilian lives, and engage directly and sincerely with the genuine representatives of the public.
Release the detained leaders. End intimidation. Restore fundamental liberties. Implement the signed accords. Respect the will of the people.”
